QED wins contracts to assist the Patent and Trademark Office to develop its strategic plan.

QED employees earn plaudits for efforts to develop and implement new training programs for U.S. Customs and Border Protection.
Several QED employees were recently recognized for their work in the development of training for new systems being implemented by CBP. Since 9/11 QED has assisted CBP in creating and fielding training for several high tech detection systems to improve the nation’s security. [top]
QED Wins Two Major Contracts
QED has won re-competitions for two multi-year contracts it has held with the Federal Aviation Administration and U.S. Customs and Border Protection. The FAA contract is up to five years and valued at over $20 million. This contract provides a wide range of management consulting services for the FAA’s new Air Traffic Organization. The three-year contract at Customs and Border Protection is valued at more than $5 million and provides training, management consulting and program management support through the Office of Training and Development. QED Supporting US Customs Service and FEMA Integration Efforts Under New Department of Homeland Security
Since 9/11, anti-terrorism has been the number one priority for the US Customs Service. Now, with Customs preparing to join the new Department of Homeland Security (DHS), the stakes have been raised. QED has been actively involved in the Customs Office of Training and Development's (OTD) anti-terrorism training initiatives, including container security and customs trade partnerships. QED is currently engaged to help OTD's leadership strategically plan for managing the change process as the agency prepares to join DHS. Concurrently, QED has been hired by the Federal Emergency Management Agency (FEMA), which is also scheduled to join DHS. QED is providing expertise in human capital planning as part of efforts to strategically align FEMA's workforce planning and investments with department mission and program initiatives. [top]
QED Recognized Leader in Human Capital Planning
QED Consulting has become a recognized leader in the “Strategic Management of Human Capital” as required for Federal agencies under the President’s Management Agenda (PMA). QED’s co-owners, Earl Pence and Doug Rachford, have been at the forefront of strategic human resource planning for over 15 years and have evolved a recognized team of experts in this area. They have been asked to present “how to” workshops for a number of organizations and conferences around the country. QED has assisted a number of agencies with developing their Human Capital Plans, including work for the U.S. Maritime Administration and Federal Aviation Administration that helped the Department of Transportation “get to green” on this element of the PMA. QED Assists FAA with Safety Management System
The FAA has begun to implement a Safety Management System (SMS) to better analyze and document its analysis of risk as it makes changes to the National Airspace System. QED played an instrumental role in supporting the task force that recommended the SMS and is now assisting the new SMS organization in the FAA with the implementation of the SMS. This system will provide an additional layer of safety to the entire civil aviation system. [top]
QED Contracted to Perform Human Capital Planning for US Maritime Administration under President Bush's Management Agenda
The US Maritime Administration (MARAD) has committed to revitalizing its core mission and value to the US taxpayer under the President's Management Agenda mandates. MARAD has undertaken efforts to align its mission and budget priorities. In a related initiative, MARAD has hired QED Consulting to provide human capital planning expertise to strategically align its workforce planning and investments with its mission and program initiatives. MARAD also has e-government and competitive sourcing programs underway. [top]
QED Helps the United States Patent and Trademark Office Prepare for the First Class of Patent Examiners to be Trained under a Newly Designed Training Program
The US Patent and Trademark Office (USPTO) will be hiring a large number of patent examiners in the coming years and recognized early on that the existing training program for new hires would not deliver the results required in today's environment. QED is providing facilitation and "Train the Trainer" training for the supervisory patent examiners that will be working with the first class of over 120 newly hired examiners under this new program. QED is also providing facilitation services for the first week of the new examiner training. QED is pleased to be a part of this innovative and exciting new program. [top]
